China’s Rare Earth Revolution 2025

As a strategically critical material, the development of the rare earth industry has attracted significant attention. Recently, China has witnessed major progress in both policy supervision and technological innovation within the rare earth sector, injecting strong impetus into the high-quality development of the rare earth industry.

n terms of policy supervision, the whole-industry-chain management and control system has been continuously improved, building a solid barrier for industrial security. On October 9, 2025, the Ministry of Commerce issued a new regulation, incorporating technologies for five key links (including rare earth mining and smelting separation) and operation and maintenance services of production lines into the scope of export controls. Meanwhile, it clearly stipulated that the transfer of core technical data related to magnet manufacturing (such as samarium-cobalt and neodymium-iron-boron magnets) must obtain official approval. Notably, the simultaneously implemented overseas item traceability mechanism requires that overseas rare earth products containing more than 0.1% of China-originated technology must apply for an export license. This measure effectively plugs the loophole of third-party re-export and further strengthens the management and control of rare earth technologies and products. Prior to this, in July, the "Interim Measures for the Management of Total Quota Control on Rare Earth Mining and Smelting Separation" was officially launched, specifying that three ministries would jointly formulate annual control indicators and requiring relevant enterprises to be included in the traceability system and strictly fulfill data security obligations, thus ensuring the orderly development of the rare earth industry from the source.

The concentrated outbreak of technological breakthroughs has provided core support for reshaping the structure of the rare earth industry and driven the industry toward high-quality and high-value-added development. In the field of new material R&D, the mass production process of the 4th-generation magnets is accelerating. Xinlaifu independently developed samarium-iron-nitrogen (SmFeN) magnets, achieving key technological breakthroughs. With a Curie temperature as high as 470°C, their corrosion resistance is 3 times higher than that of traditional magnets. Moreover, the cost of samarium oxide (the core raw material) is only 1/50 of that of neodymium oxide, presenting significant cost-performance advantages. It is reported that the company plans to build a mass production line with a capacity of 100 tons per month in 2025 and has successfully entered the supply chains of well-known enterprises such as Tesla and Huawei, which is expected to break the pattern of the traditional magnet market.
The breakthrough in heavy-rare-earth-free technology has even placed China among the global leaders in this field. Enterprises such as Sinosteel Tianyuan have successfully realized the mass production of heavy-rare-earth-free 45H-T products, becoming one of only two enterprises worldwide with such production capacity. This product demonstrates excellent environmental adaptability, capable of operating stably in extreme environments ranging from -60°C to 220°C. It is perfectly suitable for high-end scenarios (such as military and aerospace) that have strict requirements for material performance, providing key material support for China's high-end equipment manufacturing.
In terms of process optimization, the Baotou Rare Earth High-Tech Zone has achieved important results. By adopting advanced grain boundary diffusion technology, the cost of high-end neodymium-iron-boron magnets has been reduced by 25% locally. This not only greatly enhances the market competitiveness of the products but also provides strong support for cost reduction and efficiency improvement in downstream industries. Relying on this technology, the efficiency of new energy vehicle motors has been increased to 97.5%, and the operation and maintenance cost of wind power equipment has been reduced by 3 million yuan per unit, effectively promoting the sustainable development of the new energy industry.
The policy support and continuous technological innovation are jointly driving China's rare earth industry to occupy a more favorable position in global competition. They provide a solid material foundation for the development of China's strategic emerging industries and open a new chapter in the development of the rare earth industry.
